資料開放的狀況有哪些？

  1. 「尚」未開放：沒有資料、產製中或可能會產製
  2. 「尚」未開放：資訊公開但非開放資料，或需要申請
  3. 部分開放：值得再開放或更開放的資料
  4. 已開放：Open by default 階段，將既有資料轉成開放資料
  5. 不開放：最後無法開放的資料
